Pursuant to the June 19, 2015 Law on Organization of the Government;
Pursuant to the Government’s Decree No. 123/2016/NĐ-CP of September 1, 2016 defining the functions, tasks, powers and organizational structures of ministries and ministerial-level agencies;
Pursuant to the Government’s Decree No. 86/2017/NĐ-CP of July 25, 2017 defining the functions, tasks, powers and organizational structure of the Ministry of Planning and investment;
At the proposal of the Minister of Planning and Investment,
The Prime Minister promulgates the Decision defining the functions, tasks, powers and organizational structure of the National Centre for Socio-Economic Information and Forecast under the Ministry of Planning and Investment.
DECIDES:
Article 1. Position and functions
1. The National Centre for Socio-Economic Information and Forecast (the Center) is a national scientific organization under the Ministry of Planning and Investment, exercising the function of information, forecast and warning on domestic and foreign socio-economic situation for the State management over socio-economic development master plan; providing public non-business services in the fields of scientific research in accordance with laws and regulations.
2. The National Centre for Socio-economic Information and Forecast has its legal personality, seal, separate account and head office in Hanoi city; operating expenditures are financed by the State budget and revenues from legal sources based on operating model and financial autonomy plan in accordance with laws and regulations on autonomy and self-management mechanism applicable to public scientific and technological organizations.
Article 2. Duties and powers
1. To establish the information system and databases for analyzing, forecasting, and warning on socio – economic development master plan.
2. To provide information for the process of policy making, directing, controlling and state management over socio – economic development master plan.
3. To conduct surveys and collect domestic and international socio-economic information for analyzing, forecasting, and warning over socio-economic issues.
4. To synthesize and analyze feedbacks and assess the impact of mechanisms, policies, and regulations on socio-economic development.
5. To analyze, forecast and warn the socio-economic situation for implementing and monitoring socio-economic development plans; synthesize and analyze irregular fluctuations on national and global socio-economic issues to forecast, warn and propose policy changes to state management agencies in the process of directing, controlling, implementing strategies for socio-economic development plan.
6. To conduct theoretical research and research methodology over socio-economic analysis, forecast, and warning.
7. To be the focal point in scientific and technological information within the Ministry of Planning and Investment.
8. To execute international cooperation in the fields under the Center’s tasks and functions, and assigned by the Minister of Ministry of Planning and Investment.
9. To provide public non-business services:
a) To implement scientific research programs in the fields of: socio-economic information, forecast, warning, and scientific research on other fields in accordance with laws and regulations.
b) To provide consulting services in the fields of socio-economic forecast and warning, planning, investment in socio-economic development.
c) To compile publications, scientific research works, research literature on socio-economic information, forecast, warning, planning, and investment over socio – economic development plan in accordance with laws and regulations.
10. To manage the organizational structure, public officials, civil servants, public employees, finance, and state property in accordance with laws and regulations and as delegated by the Minister of Planning and Investment.
11. To implement other tasks and powers assigned by the Minister of Planning and Investment in accordance with laws and regulations.
Article 3. Organizational Structure
1. Department of Information Resources and Development
2. Department of Macroeconomic Forecast
3. Department of Social and Environmental Issues
4. Department of Industrial and Business Forecast.
5. Office of the Center.
Article 4. Leaders
1. The National Centre for Socio-economic Information and Forecast shall have a Director General and no more than three Deputy Director Generals.
The number of Deputy Director of each department shall be not more than two people.
2. The Director General and the Deputy Director Generals shall be appointed, removed and dismissed by the Minister of Planning and Investment in accordance with laws and regulations.
3. The Director General regulates functions, tasks, powers and organizational structure of the units; appoints, removes, dismisses the directors and deputy directors of units in accordance with laws and regulations, and as delegated by the Minister of Planning and Investment.
4. The Director General is responsible for all activities of the Center to the Minister of Planning and Investment and to the laws. The Deputy Director Generals are responsible to the Director General and to the laws for all assigned tasks.
Article 5. Effectiveness and responsibility for implementation
1. This Decision takes effect on January 1, 2019.
This Decision replaces the Prime Minister’s Decision No. 143/2009/QD-TTg of December 31, 2009, the functions, tasks, powers and organizational structure of the National Centre for Socio-Economic Information and Forecast under the Ministry of Planning and Investment.
2. Ministers, Heads of Ministerial - level Agencies, Heads of Government Agencies, Chairmen of People’s Committees in provinces and centrally-run cities and the Director General of the National Center for Socio-economic Information and Forecast shall be responsible for the implementation of this Decision./.
