Functions, tasks, powers and organizational structure of the Economy and Forecast Review

Decision No. 1887/QD-BKHDT dated December 22, 2017 by the Minister of Planning and Investment.

Article 1. Position and functions

1. The Economy and Forecast Review is a unit under the Ministry of Planning and Investment; is the ministry's media on theory, methodology and professional guidance on state management in the field of planning, development investment and statistics in accordance with the Press Law, other laws and the direction of the Minister.

2. The Economy and Forecast Review is a public non-business unit with revenues, self-finances part of its operation funds, allocated with the State budget to ensure the fulfillment of assigned tasks; has its own seal and account, operates autonomously in accordance with the law and management decentralization of the Ministry of Planning and Investment.

Article 2. Tasks and powers

1. To propagate and disseminate the Party's undertakings and policies, the State's laws and the tasks of the Ministry including planning, investment and statistics on the national socio-economic development.

2. To serve the professional guidance of planning, investment and statistics for localities and grassroots organizations.

3. To introduce the results of theoretical and methodological research, domestic and international experience on state management in the field of planning, development investment and statistics.

4. To organize forums to gather opinions from experts, scientists, and policy makers on state management in the field of planning, development investment and statistics.

5. To undertake scientific research and announce the results of socio-economic forecasts, works, scientific research projects in service of planning, investment and statistics.

6. To hold conferences, seminars, workshops and events to serve the propagation, advising and planning of state management policies.

7. To publish and issue the Economy and Forecast Review, special issues, professional guidance publications and reference materials for planning, investment and statistics.

8. To build and develop the online Economy and Forecast Review.

9. To carry out service activities in accordance with the functions, tasks and powers of the Economy and Forecast Review in accordance with law.

10. To administrate the organizational structure, officials and contracted employees of the Review and finance, properties and funds according to the provisions of law and the management decentralization of the Ministry of Planning and Investment.

11. To implement the information and reporting regime according to the Ministry's regulations and other tasks as assigned by the Minister.

Article 3. Organizational structure

1. Office;

2. The Editorial Division;

3. Division of E-Review;

4. Special Issue - Event Division

5. Branch of the Economy and Forecast Review in the Southern region (with its own seal and account).

The staff of the Economy and Forecast Review is decided by the Minister.

Article 4. Leadership of the Economy and Forecast Review

1. The Economy and Forecast Review has a Editor-in-Chief and a number of Deputy Editors-in-Chief.

2. The Editor-in-Chief and Deputy Editors-in-Chief are appointed, dismissed and removed from office by the Minister in accordance with law.

3. The Editor-in-Chief of the Economy and Forecast Review stipulates the functions and tasks of the units under the Review; builds up the working and internal expenditure regulation in accordance with applicable law.

4. The Editor-in-Chief of the Economy and Forecast Review is responsible to the Minister and the law for all activities of the Review.

5. The Deputy Editors-in-chief of the Economy and Forecast Review are accountable to the Editor-in-chief of the Review and the law for their assigned fields of work.

Article 5. Effect

This Decision takes effect from the date of signing. The previous regulations contrary to this Decision are now annulled.

Article 6. Implementation responsibilities

The Director of Department of Personnel and Organization, Chief of the Ministry Office, Editor-in-Chief of the Economy and Forecast Review and the Heads of units and organizations under the Ministry are responsible for implementing this Decision./.
