Decision No. 1873/QD-BKHDT dated December 21th, 2017 by the Minister of Planning and Investment.
Article 1. Position and functions
The Department of Planning Management is under the Ministry of Planning and Investment and assists the Minister in performing the functions of state management over master planning within the scope of the Ministry’s management.
Article 2. Responsibilities
1. To study, propose and organize the drafting of legal documents and guiding documents on master planning for the Ministry to submit to the competent agencies for approval and promulgation, or for the Ministry to approve and promulgate according to its competence under the scope of the Ministry’s management.
2. To provide Information on, propagate, disseminate, and educate the legislation on planning under the scope of the Ministry's management.
3. To preside over, coordinate with related units in synthesizing 5-year and annual plans for master planning when the Ministry of Planning and Investment is assigned the task.
4. To preside over, coordinate with related units in advising the Ministry's leaders in organizing the establishment and adjustment of master plans or performing the tasks of standing agency in establishing, adjusting master plans when the Ministry of Planning and Investment is assigned the task.
5. To preside over, coordinate with related units in advising the Ministry's leaders in organizing the appraisal of master plans or performing the standing duties of the Planning Appraisal Councils when the Ministry of Planning and Investment is assigned the task.
6. To act a focal point in assisting the Ministry's leaders in organizing the announcement and publicization of master plans when the Ministry of Planning and Investment is assigned the task.
7. To guide, urge, evaluate, inspect, examine and settle complaints and denunciations on master planning activities falling under the scope of the Ministry’s management.
8. To preside over or coordinate with related units in advising to submit documents of contributing comments on master plans which are established and adjusted by ministries, branches and People's Committees of provinces and centrally-run cities to the Ministry's leaders for issuance when requested.
9. To synthesize reports on the situation of implementation, propose solutions for the implementation of master planning activities when the Ministry of Planning and Investment is assigned the task.
10. To develop a national database and information system on master plans; manage and provide information on master plans according to law when the Ministry of Planning and Investment is assigned the task.
11. To perform other duties assigned by the Minister of Planning and Investment.
Article 3. Organizational structure
The Department of Planning Management has a Director General and a number of Deputy Directors General and works in accordance with the one-head regime combined with the specialist regime; the Department’s personnel is determined by the Minister of Planning and Investment.
Article 4. Entry into force
This Decision takes effect on the date of its signing. The previously promulgated regulations which are contrary to this Decision are annulled.
Article 5. Implementation responsibilities
The Director General of the Organization and Personnel Department, the Chief of the Ministry Office, the Director General of the Department of Planning Management and Heads of relevant units, organizations under the Ministry are responsible for implementing this Decision./.
