Decision No.1865/QD-BKHDT dated December 21st, 2017 by the Minister of Planning and Investment.

Article 1. Position and functions

The Department for National Economic Issues under the Ministry of Planning and Investment assists the Minister to perform State management functions in synthesizing socio-economic development and investment plans.

Article 2. Tasks

1. To preside, coordinate with relevant units:

a) Regarding socio-economic development plan:

- To organize the research, instruction, formulation and synthesization for the 5-year and annual socio-economic development plans;

- To synthesize, monitor, evaluate the implementation of the monthly, quarterly, annually, medium and 5-year plans for socio-economic development;

- To synthesize the major macroeconomic balances of the national economy, including accumulation-consumption balances; financial and monetary balances; foreign loans and foreign debt payment; state budget; development investment capital of the whole economy;

- To draft documents of socio-economic development plans including 5-year and annual socio-economic development plans, Government’s programs to implement socio-economic development plan after being approved by the National Assembly and other documents as requested by the Minister.

-  To research, synthesize guidelines, mechanisms, policies and the Government’s and the Prime Minister’s measures to direct the execution of the implementation of socio-economic development plans.

b) Regarding public investment plan:

- To synthesize and report the implementation of medium-term and annual public investment plans;

- To formulate principles, set criteria and quotas for allocation of development investment expenditures of the state budget;

- To synthesize the development investment capital of the whole country and investment capital from the state budget by sectors, fields;

- To synthesize the expenditures from central budget reserves, advance payment for investment projects as prescribed by the law on public investment;

- To contribute opinions on the plan for using the revenue increase and saving budget expenditure; including allocation for important projects (if any).

c) Regarding the work of the National Assembly and voters:

- To synthesize, monitor the contents of the sessions of the National Assembly, the National Assembly Standing Committee, the Nation Council and others Committees of the National Assembly;

- To synthesize and submit to the Minister contents to answer questions of National Assembly Deputies, petitions of voters;  the results of handling and answering questions of the National Assembly Deputies, petitions of voters under the field of planning and investment;

- To prepare the contents, serve the Minister’s meetings with voters.

2. To preside, coordinate with related units to research, draft the legal documents and guiding documents which fall within the scope of its management.

3. To act as a focal point for plan synthesization of the Office of the State President, Office of the Government, Office of the National Assembly, Office of the Party Central Committee, Ho Chi Minh National Academy of Politics, Ministry of Planning and Investment, Ministry of Foreign Affairs, Government Inspectorate, Central Committee of the Vietnam Fatherland Front, and State Management sector in investments in Vietnamese representative offices in foreign countries.

4. To manage the Department 's contingent of public servants and assets in accordance with the provisions of law and the Ministry.

5. To perform other duties assigned by the Minister of Planning and Investment.

Article 3. Organizational structure

The Department for National Economic Issues has a Director General and a number of Deputy Directors General. The Department works in accordance with the one-head regime combined with the specialist regime; the Department’s personnel is determined by the Minister of Planning and Investment.

The Department for National Economic Issues has the following functional divisions:

1. General Division;

2. Sectorial Economic and Social Affairs Division;

3. Balancing and Forecast Division;

4. National Assembly Work and Planning Statistics Division.

The Director-General of the Department for National Economic Issues specifies duties, payroll of each Department’s Division to the extent of the duties and payroll assigned by the Minister of Planning and Investment.

Article 4. Entry into force

This Decision takes effect on the date of its signing. The previously promulgated regulations which are contrary to this Decision are annulled

Article 5. Implementation responsibilities

The Director General of the Organization and Personnel Department, Chief of the Ministry Office, Director General of the Department for National Economic Issues and Heads of relevant units directly under the Ministry are responsible for implementing this Decision./.
