Decision No. 1872/QD-BKHDT dated December 22th, 2017 by the Minister of Planning and Investment.

Article 1. Position and functions

The Department of Science, Education, Natural Resources, and Environment is under the Ministry of Planning and Investment and assists the Minister in performing functions of state management over planning and investment for the development of sectors, fields of science and technology; education and training and vocational training; baseline survey; natural resources and environment; coping with climate change; low emission development, green growth; nationally determined contributions and sustainable development.

Article 2. Responsibilities

1. To research, synthesize strategies, master plans for the development of sectors, fields of science and technology (including high-tech parks); education and training and vocational training; baseline survey; natural resources and environment; coping with climate change; low emission development; green growth; nationally determined contributions and sustainable development.

2. To preside over the synthesization of 5-year and annual plans on the development of sectors, fields of science and technology (including high-tech parks); education and training and vocational training; baseline survey; natural resources and environment; green growth and climate change; sustainable development and balancing of resources for the development of these fields.

3. To assume the prime responsibility for researching and proposing mechanisms and policies for the development of sectors and fields under the Department’s management; to coordinate with related units within the Ministry to research and propose mechanisms and policies for socio-economic development in 5-year and annual plans.

To directly draft specific mechanisms, policies and legal documents as assigned by the Ministry. To participate in the formulation and appraisal of mechanisms, policies and draft legal documents of sectors and fields under the Department’s management for the ministries, branches to submit to the Prime Minister or to promulgate according to their competence.

4. To examine, monitor the implementation of strategies, master plans, plans, programs and projects (including ODA projects), periodical assessment reports according to regulations of sectors, fields under the Department’s management. To propose solutions for handling any arising matters during the implementation of plans.

5. To preside over the appraisal of capital sources and the ability to balance capital of public investment projects in the fields under the Department’s management; to participate in the appraisal of national targeted programs and other projects according to regulations; to monitor, manage targeted programs in the fields assigned to the Department. To perform investment supervision of projects in the sectors and fields under the Department’s management.

6. To act as a focal point participating in the state management over services in sectors, fields under the Department’s management.

To preside over the coordination with ministries, branches, localities, and related agencies in the deployment of the National Action Plan for the implementation of the 2030 sustainable development agenda; the National Green Growth Strategy and Action Plan.

To supervise and evaluate, synthesize the results of the implementation of the Sustainable Development Goals and the National Action Plan for the implementation of the 2030 sustainable development agenda; the National Green Growth Strategy and Action Plan. To formulate annual reports on the implementation of Sustainable Development Goals to submit to the Government and the National Assembly. To organize midterm and final reviews of the implementation of the National Action Plan for the implementation of the 2030 agenda; National Green Growth Strategy and Action Plan.

7. To study, collect and systematize information for the formulation of strategies, master plans, plans for the development of sectors and fields under the Department’s management; to coordinate with related units within the Ministry in processing and providing information on fields assigned to the Department.

8. To study and propose domestic and foreign investment schemes, programs and projects in sectors and fields under the Department’s management. To manage programs and projects as assigned by the Ministry.

9. To act as a focal point in the synthesization of 5-year and annual plans of the Ministry of Science and Technology (including high-tech parks), Education and Training, Natural Resources and Environment, Vietnam Academy of Social Sciences, Vietnam Academy of Science and Technology, Vietnam National University in Hanoi, Vietnam National University in Ho Chi Minh City, Hoa Lac Hi-Tech Park Management Board and Vietnam Union of Science and Technology Associations.

10. To preside over the formulation and synthesization of plans on science and technology activities of the Ministry of Planning and Investment; to act as the standing member of the Science Council of the Ministry of Planning and Investment.

To preside over the formulation and synthesization of environmental protection plans using the environmental non-business capital of the Ministry of Planning and Investment.

To preside over, coordinate with related units to synthesize plans and lists of baseline survey projects.

11. To attract, mobilize and allocate resources for climate change, green growth, Nationally Determined Contributions (NDCs), sustainable development.

12. To perform other duties assigned by the Minister of Planning and Investment.

Article 3. Organizational structure

The Department of Science, Education, Natural Resources, and Environment has a Director General and a number of Deputy Directors General and works in accordance with the one-head regime combined with the specialist regime, the Department’s personnel is determined by the Minister of Planning and Investment.

Article 4. Entry into force 

This Decision takes effect on the date of its signing. The previously promulgated regulations which are contrary to this Decision are annulled.

Article 5. Implementation responsibilities

The Director General of the Organization and Personnel Department, the Chief of the Ministry Office, the Director General of the Department of Science, Education, Natural Resources and Environment and Heads of units, organizations under the Ministry are responsible for implementing this Decision./.
