Functions, responsibilities and organizational structure of the Department of Agricultural Economy

Decision No.1882/QD-BKHDT dated December 22th, 2017 by the Minister of Planning and Investment.

Article 1. Position and functions

The Department of Agricultural Economy, under the Ministry of Planning and Investment, assists the Minister to perform State management functions over planning and investment in agriculture, forestry, fishery, salt production, irrigation, flood control & disaster reduction and rural economy.

Article 2. Responsibilities

1. To study and synthesize development strategies and master plans for agriculture, forestry, fishery, salt production, irrigation, flood control & disaster reduction, rural economy, exploitation and manufacture of agricultural, forestry, fishery and salt products (except for dairy, vegetable oil, tobacco, flour and starch, beverage) on a national scale.

To coordinate with related units within the Ministry to synthesize and formulate national socio-economic development strategies, regional and territorial master plans.

2. To assume the prime responsibility for studying and synthesizing 5-year and annual plans, medium-term and annual public investment plan in: development of agriculture, forestry, fishery, salt production, irrigation, flood control & disaster reduction, rural economy (building of a new countryside; supply of clean water and guarantee of rural environmental sanitation; development of rural industries and trade villages tied to households and cooperatives; arrangement and rearrangement of rural population; sedentary farming, settlement, free migration stable and resettlement), exploitation and manufacture of agricultural, forestry, fishery and salt products (except for dairy, vegetable oil, tobacco, flour and starch, beverage); assistance to develop enterprises investing in rural agriculture;

To coordinate with related units within the Ministry in synthesizing, building 5-year and annual plans for national and regional socio-economic development.

3. To inspect, monitor and evaluate the implementation of strategies, master plans, 5-year and annual plans, investment programs, projects (including ODA projects), to report on the assessment of implementation of monthly, quarterly and annual plans; to assume the prime responsibility for and coordinate with related units within the Ministry in proposing measures to remove obstacles and difficulties for business and production, to handle proposals of ministries, branches and localities related to industries and areas within the Department’s assigned scope.

4. To study, analyze, propose and coordinate with related units within the Ministry in formulating the list of priority projects to attract foreign and domestic investment and ODA capital; the list of investment programs and projects in Group A or higher and financed by the State budget and the list of national target programs, target programs, important projects within the scope of the Department’s management. To act as a focal point in managing programs and projects assigned by the Ministry.

5. To assume the prime responsibility for studying and proposing mechanisms and policies for the development of industries and areas under the Department’s management; to coordinate with related units within the Ministry in studying and proposing socio-economic development mechanisms and policies for 5-year and annual plans. To directly draft specific mechanisms, policies, and legal documents as assigned by the Ministry. To act as a focal point in the appraisal of mechanisms, policies and draft legal documents of branches and areas under the Department’s management for ministers and branches to submit to the Prime Minister or promulgate according to their competence.

6. To assume the prime responsibility for appraising the capital resources and the ability to balance the capital of public investment projects in the fields under under the Department's management; to preside over or participate in appraising master plans for the development of agriculture, forestry, fishery, salt production, irrigation, flood control & disaster reduction and rural economy. To monitor, supervise and evaluate investment projects in industries and areas in the fields under the Department’s management.

7. To study, forecast, collect and systematize economic information in support of the formulation of the master plan and plans on development of industries and areas under the Department’s management; to coordinate with related units within the Ministry in processing and providing information on areas assigned to the Department.

8. To act as a focal point for the synthesization of 5-year and annual plans of the Ministry of Agriculture and Rural Development, Vietnam Farmers Association, state-owned economic groups and corporations within branches, fields under the Department’s management.

9. To perform other duties assigned by the Minister of Planning and Investment.

Article 3. Organizational structure

The Department of Agricultural Economy has a Director General and a number of Deputy Directors General. The Department works in accordance with the one-head regime combined with the specialist regime; the Department’s personnel is determined by the Minister of Planning and Investment.

Article 4. Entry into force

This Decision takes effect on the date of its signing. The previously promulgated regulations which are contrary to this Decision are annulled.

Article 5. Implementation responsibilities

The Director General of the Organization and Personnel Department, the Chief of the Ministry Office, the Director General of the Department of Agricultural Economy, and Heads of relevant units under the Ministry shall be responsible for the implementation of this Decision. /.
