Decision No.1866/QD-BKHDT dated December 21st, 2017 by the Minister of Planning and Investment.
Article 1. Position and functions
The Department of Service Economy, under the Ministry of Planning and Investment, assists the Minister of Planning and Investment in performing the functions of state management over plans for the development of sectors of service, commerce (including border trade, border-gate economy, commodity and service trade), national reserve, is responsible for tourism services, logistics, investment and trading in golf course.
Article 2. Responsibilities
1. To study and synthesize strategies, master plans on the development of sectors of service, commerce, national reserve; to coordinate with related units within the Ministry to synthesize and formulate national strategies for socio-economic development, regional master plans and master plans on development of related sectors.
2. To preside, coordinate with related units within the Ministry to synthesize 5-year and annual plans on development of sectors of service, commerce, the national reserve. To directly monitor the sectors of tourism, logistic, border trade, border-gate economy, commodity and service trade and national reserve.
3. To study, analyze and propose investment projects in the fields under the Department’s management.
4. To assume the prime responsibility for studying, suggesting mechanisms and policies on the development of sectors of service, commerce, national reserve, tourism, logistic, golf course; to work with related units within the Ministry in studying and suggesting mechanisms and policies on socio-economic development in 5-year and annual plans; to directly draft the specific mechanisms, policies and legal documents when assigned by the Ministry; to act as a focal point in appraising mechanisms, policies and draft legal documents of branches and fields under the Department’s management
5. To examine and monitor the implementation of master planning, plans, programs and projects (including ODA and FDI projects), report on the assessment of the implementation of monthly, quarterly and annual plans of branches and fields under the Department’s management. To propose solutions to resolve difficulties while implementing plans.
6. To preside over or coordinate in appraising investment policies of projects in the fields under the Department’s management for the ministries, branches, localities to decide according to their competence; to assume the prime responsibility for investment supervision of investment programs, projects, in the sectors, fields assigned by the Minister; to coordinate in inspecting master plans on development of sectors of service, commerce, national reserve.
7. To research, forecast, collect and systemize economic information in support of the formulation of master plans and plans on development of branches, fields under the Department's management; to coordinate with related units within the Ministry to process and provide information on the development of sectors of service, commerce, and national reserve.
8. To act as a focal point in synthesizing development investment plans in the following sectors, fields: target programs on the development of tourism infrastructure; target programs on investment in the infrastructure of the Border- gate Economic Zone; storage; dedicated archives under localities’ management; commerce; logistics service.
9. To synthesize international economic integration plans on services. To preside over the negotiation within the framework of the ASEAN Coordinating Committee on Services (CCS); to coordinate, participate in the negotiation of the service sector in international economic integration.
10. To perform other duties as assigned by the Minister of Planning and Investment.
Article 3. Organizational structure
Department of Service Economy has a Director General and a number of Deputy Directors; the Department of Service Economy works in accordance with the one-head regime combined with the specialist regime; the Department’s personnel is determined by the Minister of Planning and Investment.
Article 4. Entry into force
This Decision takes effect on the date of its signing. The previously promulgated regulations which are contrary to this Decision are annulled.
Article 5. Implementation responsibilities
The Director-General of the Organization and Personnel Department, Chief of the Ministry Office, Director General of the Department of Service Economy and Heads of relevant units directly under the Ministry are responsible for implementing this Decision./.
