Decision No. 1859/QD-BKHDT dated December 21, 2017, by the Minister of Planning and Investment.
Article 1. Position and functions
The Department for Local and Regional Economy under the Ministry of Planning and Investment assists the Minister of Planning and Investment to perform State management functions over planning and investment for socio-economic development of localities and territories.
Article 2. Tasks
1. To preside, coordinate with the Department for National Economic Issues and other units under the Ministry to synthesize and construct the 5-year medium-term and annual plans on socio-economic development and public investment of localities and territories.
To coordinate with the Department for National Economic Issues to provide guidance for provinces, centrally-run cities, and territories on their formulation of socio-economic development and public investment plans.
2. To monitor socio-economic development in the area of localities and territories in all aspects. To serve as the key agency in assisting the Ministry’s leaders in dealing with issues arising in the consolidation, assignment, and implementation of plans of localities and territories. To assume the prime responsibility for preparing reports on implementation of socio-economic development plans and public investment plans of localities and territories; plans of the Government on the implementation of the Resolution of the Politburo on provinces, cities, territories construction and development; to act as the focal point in Steering Committees of the Party and Government for development of territories as assigned by the Ministry’s leaders.
3. To study and propose guidelines, methods, mechanisms, policies for support, implementation of socio-economic development plans of localities and territories.
4. To coordinate with the Development Strategy Institute, the Department of Planning Management and related units under the Ministry in giving suggestions, formulating, appraising strategies and plans on socio-economic development of localities and territories.
5. To work with the Department for Emulation - Reward and Communication, the Department of Personnel and Organization in considering emulation, reward, professional and operational training, fostering for officers and civil servants of the local planning sector.
6. To join with related units in examining, inspecting and supervising the implementation of master plans and plans on socio-economic development; to examine, monitor, assess investment effectiveness for investment programs and projects managed by localities, assigned by the Ministry.
To coordinate with related units in giving suggestions on the issuance of Investment Certificates according to legal regulations. To work with the Foreign Investment Agency, the Foreign Economic Relations Department to formulate strategies and plans for foreign direct investment (FDI) and official development assistance (ODA) attraction of localities and territories. To coordinate with the Foreign Economic Relations Department to appraise the capital sources and reciprocal balance ability of ODA projects. To preside, coordinate with the Department for National Economic Issues, the Foreign Economic Relations Department to arrange ODA reciprocal capital allocation plans of localities.
7. To act as the focal point in consolidating policies for people from ethnic minorities; plans of the Committee for Ethnic Minority Affairs.
8. To perform other duties assigned by the Minister of Planning and Investment.
Article 3. Organizational structure
The Department for Local and Regional Economy has a Director General and a number of Deputy Directors General and works in accordance with the one-head regime combined with the specialist regime, the Department’s personnel is determined by the Minister of Planning and Investment.
The Department for Local and Regional Economy has the following functional divisions:
1. General Affairs Division;
2. General Planning and Regional Links Division ;
3. Local Socio-Economic Affairs Division;
4. Local Investment Policy Division;
5. Programs and Projects Management Division;
The Director-General of the Department for Local and Regional Economy specifies duties, payroll of each Division under the Department to the extent of the Department’s duties and payroll decided by the Minister of Planning and Investment.
Article 4. Entry into force
This Decision takes effect on the date of its signing. The previously promulgated regulations which are contrary to this Decision are annulled
Article 5. Implementation responsibilities
The Director General of the Organization and Personnel Department, Chief of the Ministry Office, Director General of the Department for Local and Regional Economy and Heads of relevant units directly under the Ministry are responsible for implementing this Decision./.
